Calif. sex offender in custody after removing ankle monitor, failing to register

A sex offender from California is being held in the Baxter County Detention Center after his arrest Feb. 22.

According to the probable cause affidavit, 50-year-old Michael Eugene Kincade relocated to the Twin Lakes Area in early February.

Kincade’s arrest follows a woman going to the Baxter County Sheriff’s Office to voice concerns about a male subject, later identified as Kincade. The woman told law enforcement she had been a “pen pal” with Kincade while he was in prison in California.

She said Kincade wanted to make a change in his life and traveled from California to Conway, where she picked him up and brought him to Mountain Home.

The woman said she took Kincade to a local motel, where it is believed he stay one night, before moving to an adjacent one the following day. Two days later, the woman took Kincade to a residence along County Road 39.

She said she decided to dig deeper into Kincade’s background and found he was in prison for sexually related crimes and not lesser offenses, as she had been told. At that point, she made her visit to the sheriff’s office.

At some point, Kincade removed his ankle monitor the was required to wear as a condition of parole in California, making him out of compliance, and a warrant was issued for his arrest. Local law enforcement notified the U.S. Marshal Service of the situation and asked for assistance in locating Kincade.

A deputy marshal began tracking Kincade. On Feb. 22, a team was formed and went to the CR 39 address and took Kincade into custody.

Arkansas law mandates individuals required to register as sex offenders notify local law enforcement of their change of address within 10 days from the time they arrive in the area. Kincade arrived in Baxter County Feb. 9 and was taken into custody Feb. 22 and had not made notification to law enforcement.

His bond was set at $15,000.
