On Friday, the West Plains Police Department responded to a report of a disturbance at the Casey’s General Store located along Gibson Ave. Upon arrival, officers learned a female victim had been threatened to be stabbed if she did not drive the suspect, 42-year-old Kevin Parsley of Springfield, from Thayer to Springfield against her will.
During the investigation, officers learned the victim had been assaulted by Parsley and sustained minor injuries to her right arm when attempting to exit the vehicle to look for help. Multiple witnesses assisted in getting the victim to safety until law enforcement could arrive.
Parsley was arrested and placed on a 24-hour hold pending formal charges through the Howell County Prosecuting Office. He faces charges of 2nd degree kidnapping and 3rd degree domestic assault.
