Following concerns Wednesday night as the upper White River continued to rise from Tuesday night and Wednesday mornings heavy rains, OEM Director for Izard County, Gary Richardson is reporting Thursday morning that waters are receding.Richardson states that according to sources flood waters are still over the banks but that they have gone down significantly in areas such as Guion, Mountain View and Calico Rock.
