Man jailed after ignoring no contact order, offering woman money for sex

A Stone County man has been arrested for ignoring a no contact order and offering a woman money for sex. Also being held on an out-of state warrant from Phelps County in Missouri is 49-year-old Jackson Charles Morgan of Fox.

According to the probable cause affidavit from the Stone County Sheriff’s Office, the first incident happened March 18 when a woman reported Morgan was outside her residence and trying to get her 18-year-old daughter to go for a walk with him. The deputy was unable to locate anyone. The woman called back a short time later and told dispatch she recognized the man as Morgan and he was prowling around her house and she wanted him trespassed. This time, the deputy located him and Morgan was given a trespass warning.

Ten days later, Morgan showed up at the house again and sat on the porch and screamed for the girl to come outside and hang out with him. He was given a no contact order following that incident.

On April 21, Morgan returned to the house and knocked on the door late at night. Deputies could not locate Morgan, but later that night, Morgan went to an area where a young single mother was staying alone and offered her $100 for sex. The woman got her door shut and locked, but Morgan continued trying to get into the residence. A man who lived nearby escorted Morgan off the property.

Five days later, the 18-year-old called to report Morgan was again trespassing and violating the no contact order. She was driving home when Morgan saw her and stopped his bike in the middle of the road to block her and started yelling for her to stop. She drove around him, but he followed her, still yelling. When she arrived home, he was still yelling and following her towards the house.

Morgan is facing a felony charge of stalking along with misdemeanor charges of sexual solicitation, second degree endangering the welfare of a minor and trespassing. Morgan also faces a penalty enhancement for being a habitual offender as he has been convicted of four or more felonies. He is being held in the Stone County Jail on bonds totaling $75,000.

PREVIOUS ARRESTS

The affidavit notes Morgan has an extensive criminal history over Arkansas and Missouri. His convictions include violent crimes and drug offenses.

In Stone County, Morgan has two felony convictions from 2003 and 2004. The charges included residential burglary, second degree battery, possession of methamphetamine with intent to deliver and possession of drug paraphernalia.

In both of those cases, Morgan was sentenced to probation.

Morgan has 11 arrests in Missouri, all in Texas County, from 2007 to 2024. His charges there have included possession of a controlled substance at a jail, violation of a protection order, trespassing, driving while intoxicated, possession of marijuana, third degree domestic assault (twice), driving while revoked or suspended (twice), failure to register a vehicle, not having insurance and not wearing a seat belt.

He has served time in both the Texas County Jail and the Missouri Department of Corrections.
